You got to figure flippers have finally run out of shares bought lower than the current low of the day price. The new low as been put in @ .002 until that dries up. Then they will have to be forced to buy and hold @ .0021. The slow-as-molasses-ass-soaked bid will gradually move up 1 battle-worn tic only after millions of shares are day traded. I know, this has been the way it has been for a couple years now. Yes, we are all just fly's stuck in fly paper.
