Market doesn't care. That is what's reflected in the pps.
They are tired of hoping. They want something more concrete before buying in. By then it will be like a black Friday sale and people will stomp on each other to get in.

Too bad for them. Plenty liquidity and dirt cheap. The earliest people in, make the most for taking the most risk and being patient.
