To me, this statement: "the President supports leaving decisions regarding legalization for recreational use up to the states" sounds like he's giving the green light to contiguous states to make up their own interstate commerce rules, which if true (that the federal government would look the other way) means MSO's could operate in WA,OR,CA, NV,AZ,NM and all use regional distribution centers and not have to be vertical in every state.

Eventually someone is going to test this hypothesis and it will get settled in the courts. My sense is that much of the future advancement in federal legalization is going to be happening through the court system vs. bills passing through the House and Senate.

Decriminalization through the House/Senate, yes. Legalization, no. People often conflate the two, but decriminalization and legalization are two VERY DIFFERENT things. The President supports the former, but he has not publicly supported the latter.
