I'm guessing they did a criminal background check and lien search and court judgment search and found that HPNN doesn't pay back what they get and are financially insolvent. The fact that the CEO is facing serious prison time for his his latest 5 felonies (already convicted of 3 felonies) probably didn't help.
So they still cannot pay employees (wage theft).
