The timeline makes me wonder whether Foley-Coyote vacated 311 Sandy Rosy awhile ago and rented it ~OUTT (illegally) and moved the Coyote Crew to apartment life, and using the difference between the rental income from renting~OUTT 311 and the rent he had/has to pay for the series of shitbox 2br apartments.

Oh well, after the next year or so the Federal gubmint will be his new landlord and giving him a cell bunk and 3 hot meals a day for free. Lease-A will need to move in with Poolboy or gett some waitress shifts at Dennys. And mebbe also at Rising Sun Massage as a second income gig.
