I asked why I can’t buy this.

It’s manipulated scam.

The reason is that

A) if fewer than 3 market makers (brokers) provide buying and selling prices, there is the possibility of price fixing, which can lead to manipulation and legal disputes. To protect customers, trading can only be released again when at least 3 market makers (brokers) set buy and sell prices at customary market caps.

and or

B) the information and assumptions made known to the US risk management of the broker, which gives the US risk management reason to assume that the risk of opening new positions leads to a total loss. If this possibility exists, the broker is obliged by its US guidelines to refuse to open new positions.
