Nothing illegal about suggesting Elon Musk buy a company:

“The basis is that Elon’s initials are the same as the company name and he just cancelled a deal with a company in the space, Twitter. Why not buy this from Musk’s perspective, even if only as a side project to Tesla, free advertising for Tesla worldwide if the app can be built properly by his own developers.”
