The crime is in removing the data and hiding it in his personal residence.




INTENT: When the documents are delivered to you, and you are in negotiations to appease a federal inquiry to retrieve documents.

There is no intent. Do, I have to remind you January to August is 6 months or more, dependent suggested on dates the process 1st started. That does justify a RAID.

There are many reasons document make it to TOP SECRET. Could be as simple as a name or statement within the document.
