That leaves the shorts less shares to borrow for shorting the stock. Shorts - and their brokers - can pretty much borrow, even though they are in someone's account, shares to short sell as long as they are counted in the overall float. However, for any shares in someone's account that have a sell order associated with them, they cannot be borrowed and therefore cannot be shorted.
