Your screen shot cuts off the last part of the guidance:

Note that there are also "polite versions" for many acronyms and these are assumed to be the case when in doubt (i.e. "wtf?" = "what the freak?" in the polite version).

Context has a lot to do with it. Admin might want to chime in on this, but I think they would rather have the moderators "err to include".
