The FHFA is legislated as an independent agency. COLLINS clarified the meaning of independent to mean that like other agencies, the FHFA is independent but still accountable to the executive branch through hiring/firing of the director. Previously there was discussion that the FHFA represented an explicit 4th coequal branch; remember the for cause only removal of the director which was the only thing SCOTUS overturned regardless of severability.
