It would, but I'm not holding my breath on that. So far I've not seen any evidence (=findable by google searching) that they've made any progress in getting anything done (towards financials, getting new franchises open, resolving the trademark case with Ilegal Mezcal), although they do keep their social media sites updated now and then with new -- rather nicely done -- pictures of their food.

[These media sites are for Illegal Burger and Kalaka Mexican Kitchen. There is nothing new for Illegal Pizza; in fact, the Illegal Pizza Facebook site appears to have been deleted (quite some time ago).]

Illegal Burger is still listed on this site (for opening a new franchise site):

and the 'prices range' seems to be in line with others listed. But who would buy a franchise of this thing without 'open books', i.e., them getting their financials caught up and made public, which in turn would allow their stock to trade again (with the right forms filed).

I know I wouldn't buy a franchise if the chain couldn't prove that its stores make a profit; and with a franchise store, the main corporation gets a percentage of the profits, so, again, WCVC will have to prove that its stores turn enough of a profit to make a franchise worth it.
