"One may as well ask why the SP is nearly 5 cents when it was .015 just a few weeks ago?"
It was? Just a few weeks ago? I can't find any source that shows that the share price was .015 just a few weeks ago...or EVER.
But to your point the following PRs have been published since the intraday bottom. I guess you consider them to be "no "substantial" news":
July 22, 2022
Provider and Payer Analysis Supports Potential Commercialization of Innovation Pharmaceutical’s Brilacidin as a Novel Oral Mucositis Drug Candidate

June 28, 2022
Innovation Pharmaceuticals Announces New Antiviral Research on Brilacidin in Bunyaviruses and Alphaviruses to be Presented at the 2022 Military Health System Research Symposium

June 23, 2022
Innovation Pharmaceuticals Reports Brilacidin Inhibits Omicron, Delta, Gamma and Alpha SARS-CoV-2 Variants Based on In Vitro Testing by NIH/NIAID-Sponsored and Rutgers University Researchers

"No one knows why Kips suddenly decided to file their share conversion and/or purchase in early July, except that June 30 is "end of year.""
That's not what they filed. A Schedule 13 reports a HOLDING at a given point in time. But it's true that no one knows why they filed it.

"Which makes one wonder about this:
...partnerships usually require all warrants issued to be converted and monies owed to be reimbursed."
That's just a "message board rule" without any legitimate basis. Almost all of the BPs have calculators and can determine the potential costs of conversions and liability payments.

"If that occurred over the last 12 months and June 30th is the end of year for innovative, then there is a dot to connect."
That hasn't occurred, has it? Does the Company not have any liabilities?

What does June 30th being the end of the fiscal year have to do with anything?

"No one knows why Leo spent half the company kitty, 4 million, on Israeli medical lasers, either."
That's for sure. Not knowing doesn't usually count as good news.

It's morally wrong to allow a sucker to keep his money.
