There is another view of the same facts.
The number one job of the Block Rock management team is to make money for the shareholders. Yes, and it helps in increasing their own compensation. So they look were the money is being made, and the most likely places for money to be made in the future. As the USA .leadership destroys the American economy by destroying its most basic industries of energy, steel, coal, wood, copper, other metals, etc., it is easy to see that Black Rock leadership can see paces that China, India, Viet Nam, Indonesia, and others are not inhibited by the same American foolishness, and are going full throttle in developing industries using the traditional energy sources, and manufacturing the basic goods the USA foolishly is chasing out. The end result if the foolish, insane, and fascist current USA leadership is declaring they are fighting global climate change, when in reality all they are doing are shifting the wealth building mining and manufacturing economy sectors to other nations located in places like Asia, Latin America, and Africa. All the pollution industries they are shutting down in the USA are just being rebuilt somewhere else, and mostly in places where the pollution controls on emissions are far less than exist in the USA. So these short sighted idiots are accomplish just the opposite of their stated goals, and they don't see that. They don't even recognized the simple truth that most of the air blowing in from the Pacific Ocean and flowing across the USA left a few days earlier from Asia. Much of the air arriving to our Southeastern coasts left Africa about a week earlier. These are elementary geophysical scientific facts and the simple facts of weather patterns, the current fascists in power in America do not see. Simpleton short-sighted anti-science enthusiasts, while they claim to be the best scientists or science followers,. are ignorant, or liars, or idiots or probably all three of these.
So, Black Rock, and other wise investors, will be investing their industrial investment dollars in places where their wealth will grow. They are doing their job. And sure, they may encourage this bad behavior of moving industries to other locations, because by this process their investments will grow faster. They are doing their job. Their job is not to save the USA, it is to make wealth for their shareholders. They are dong their job.

I do believe that if this nation continues in its present course, even more coal mined in the USA will be consumed in other nations in the process of making products which will be sold back to the USA at a substantial profit, which profit will belong to other nations.
