in fact he bought some in the open market back last year when the price I believe was 6 or 8 cent

In that case the CEO also sounds like an idiot - if true, he was buying when everyone else was selling.

But it's clear what he might gain by lying, as OTC CEOs so often do when they tie their personal wealth directly to share-performance.

It's not like there are many consequences suffered by OTC CEOs when they DO LIE.
