But a couple months ago it was supposedly going down to 005...June 22nd I believe it was predicted that the next day it would be down to 005.

Never happened.

So, what reason is there to believe it'll only go to 013-015 ?
If you mean today, yes, already hit 013.

If you mean it's never going higher...I call BS.
