CNN was and is always at its best in a crisis. The network really made its name--and Wolf Blitzer's--in the first Gulf war. And ever since, if there's a war, a natural disaster, a mass shooting, CNN will put tons of people on the job and do good work.
But for everyday reportage, they aren't what they used to be. Neither are they really the equivalent of Fox. That would be MSNBC, which is usually my preferred network.
