Private messages can't be "removed" (actually no message is ever actually "removed", they're only hidden). PMs are removed from your mailbox by archiving or filing.

Public messages can be "removed" from your mailbox but that does not remove them from the public message boards where they originally appeared. They can also be filed.

I'm thinking it's always been that way.
