The EPC contractor for the mine is Cementation. They build mines, that is their business. It seems logical that they have the appropriate equipment or know how to get it. Keep in mind that there are a number of steps before they actually start sinking the two shafts. They need to do 5 test bores at each shaft location. The data from these will be used to do the final shaft design. They will PROBABLY need to do ground freezing around each shaft. The test bores are needed to finalize this decision. If ground freezing is necessary (it PROBABLY is,) that means drilling a bunch more holes setting up a chiller plant and installing a lot of pipe. This system must run for some time before shaft sinking actually begins. A big advantage in hiring an EPC contractor is that they are responsible to anticipate all of this, schedule all of this, and coordinate all of this. Cementation may not actually do all of this. There might be some specialized work for which they hire a subcontractor. But they are the EPC contractor which means THEY hire and supervise the subcontractor.
