FINRA knows. They have to know (the redemption value). Because the ex-date, which they have to set, is dependent on the size of the dividend.

And we know that FINRA asked for a notary signature. Which is another sign IMO that the dividend is > 25% of the stock value.

To me it all makes sense. They can't tell us the value of the dividend because the deal is dependent on them being able to distribute these shares (and get the cash out of China). If the company tells us that the redemption value is $10 then it could be seen by the regulator as stock manipulation. The company probably did well to hide it.
