https://www.miningweekly.com/article/brazil-eases-rule-on-lithium-exports-amid-rising-demand-2022-07-08 see paragraph 3
We have been arguing here for the last 12 years that the biggest hurdle/problem for lithium miners in Chile is to simply overcome/surmount the Pinochet era "strategic mineral" classification on lithium which was designed to make sure only Pinochet's family/cronies could ever get a coveted/valuable license to exploit/export lithium. This flimsy "strategic mineral" classification/sham was set up by Pinochet to be administered by CChEN under the flimsy-er pretext that such watchdog control kept the lithium out of terrorist's hands to make nuclear bombs to blow up the sacred outhouses (shitters) surrounding La Moneda Palace... which all could have been put out of commission using regular M-80 fire crackers. The real reason CChEN was created was to insure that no one (especially beaners, non-whites & non-Spaniards) in Chile ever received a lithium exploitation permit other than golden gooses SQM & Albemarle.. (with the miraculous fluke exception of Martin Borda at 15,200mtpa or 20,000mtpa depending on who you listen to) thus cementing tight the fascist family's lithium monopoly in Chile (excluding Martin Borda of course). Brazil's nuclear agency approval on lithium exports was modeled roughly on the same principle as Pinochet's model but never really "locked up" the lithium mining for the elite class in Brazil as it did in Chile... and so now it is being flushed down the Brazilian toilet where it belongs.
Chile needs to follow suit and declassify lithium as a strategic mineral.
We are very likely going to see the upcoming Constitution Rewrite vote fail to get an approval on September 4. Many people will argue the Constitution Rewrite (over the past 12 months) was stillborn and DOA (dead on arrival), they will also say the existing fascist constitution will still "work in a pinch" but begrudgingly also concede it is admittedly outdated for 2022 and some of it does need revising. One of those voices on revising/enhancing/improving the current constitution properly is from the right-wing, she is the Mayor of Providencia, Evelyn Matthei (UDI), and the Mayor wants to lead the next rational/pragmatic effort to bring Chile's constitution into the 21st century real world https://www.msn.com/es-cl/noticias/otras/hablo-en-nombre-de-mi-sector-matthei-asegura-que-la-derecha-propondr%C3%A1-un-tercer-texto-si-gana-el-rechazo/ar-AAZm5aO
Mayor Evelyn Matthei just might be able to pull this off successfully; so from our selfish lithium miner's viewpoint let's hope she will follow Brazil's lead and right-off-the-bat do away with CChEN's corrupt self-serving perverted bribe-fertile stranglehold on lithium export controls in the next proposed constitution to allow Congress (in conjunction with the Ministry of Mining) to set the limits on lithium mining exports perhaps using Lithium Tenders (eg US$60,000,000 minimum for a starting point 80,000mt LCE license) which hopefully will be solidified inside the Congress... and not solidified outside the congress in large part by all manner of carpetbaggers, anarchists, eco-terrorists, welfare-state lobbyists, commies and nutjobs as was birthed in this last abortion.
