I guess they aren't too focused on the retail customer, aka users and their friends and family, with this requirement via this portal. Wonder what discount they are giving to the big buyers? Will it be enough to persuade them to switch from nasal? Probably not. Plus they don't want to be the guinea pigs for a new product when the current one works real well.
