It's up to FINRA as to when it happens, the ball is in their court.

As far as a hope of RS cancellation, I would say that is very doubtful. One reason for a RS is because a company has maxed out their share structure and needs more headroom for dilution. But another reason, especially by a new company coming in, is to intentionally clean out all the old stockholders. It sounds rude as heck, but there is actually a good reason. They want the stock to have a fresh start and to make sure that any runs going forward are not hampered by ancient bagholders dumping all their old holdings onto any news events by the new company.
