If the CEO insists on the BS of Elites shares being manipulated on the otc, what is he waiting for or what is he afraid of to applying to nasdaq?

Is it the fear of increased scrutiny?

Does he not want shareholders to reap their full shareholder value allegedly being depressed on the otc?

What fundamentals does he require, or pretend to require, to list on nasdaq?

Something very fishy here
