It is the discounted After-Tax Net Present Value (NPV) US per share based on all of the numbers and financial metrics in the latest BFS. The reason NIOBF is not trading there in the US is because of the presumed risk and doubts about the financing package. Take that away and the shares should be worth $8.74 now based on the asset base, and far more than that if/when the mine is constructed and the assets in the ground monetized over time.

P.S. I do not buy the "presumed risk" factor as this project is far more de-risked than any project of its kind in recent memory.
