There are two key words that we often hear all the times and every where.
The first key word is privatization.

The second key word is "to compete " with others .

All of these private marketplace in relating to housing, they pay dividend quarterly to common stock.

In order for fannie and freddie to COMPETE with others , fannie and freddie must pay dividend quarterly to common stock same as others just like Sallie mae which had been privatized by u.s. treasury back in 2004. Otherwise how can we compete with others.
