Please show me exactly the protocol / indication of a concession number being issued. or required.

It states an agreement by the owner of the mining concession, and an agreement with the owner of the land to mine, before the Public Registry of Mining and a notary of Public, no different than USA. It says absolutely nothing about a concession number.
