So, are they compelled to tell us before the dividend



I think it is the opposite. I think they can't tell us anything until the shares have been paid, for 2 reasons

1) The value is uncertain because it's not in the audited filings. So any statement by the company could be perceived as stock manipulation
2) The settlement with parent could be dependent on the company issuing these shares. Which means they can't tell us anything because it is not final until after the distribution.

I asked HZ today if it is even possible to distribute the dividend before they have disclosed the actual value of the stock dividend



We don't have a choice. And hopefully, neither does FINRA. I think FINRA's problem may have been solved already because they don't have to assign an ex-date anymore (because we are past the pay-date). Hopefully.

My point a couple of days ago was simply this. When FINRA announce the dividend, the distribution is a fact already. Because they will use the Record Date. So the company can give us all the details about the dividend immediately, on the same day. We don't have to wait.
