OK, then show me the legal requirement that a concession requires the Mexican govt to grant the concession, and disprove that the posted disclosure is, by a legal standard , a fraud.

No more unsupported claims, opinions, inferences, logical inconclusions, etc.

Prove , by statute, by Mexican laws, that ,in order for a concession between private parties, legally requires a concession by the Mexican govt.

Otherwise, the fraud finger points elsewhere.
