I will now try to translate, coalesce, distill and explain the Anti-Mining Ministerial position as best as as I can.

The Anti-Mining Minister will talk to as many as possible time-wasting blah blah people blah blah Russian Inuit/Eskimo descendant indian extortion-schooled scammers/grifters looking for more handouts/kickbacks blah blah yack yack plus leftist pretend experts/engineers/environmentalists billing the government 3 times the going rate for consulting service advice yada yada listen to every Tom/Dick/Harry/Julio/Jose who can bog down any approval process yada yada blah blah and thereby stretch out (ie drag my feet on) any new lithium mining approvals for at least another 3 years and 9 months.

The Anti-Mining Minister can not stand junior lithium miners (spit spit) who only want to exploit lithium blah blah yada yada, the AMM wants these miners to worship lithium and have sex with a bag of lithium on TV yack yack with all their profit going to the poor leftist peons/rioters (voters) through food stamps welfare & free handouts (ie after the Chilean Lithium mafia takes their share out first) yada yada leaving zero profit for the junior lithium miners who are all thieves trying to rape & pillage Chile yada yada. We will expropriate a minimum of 51% (hopefully closer to 66%) of every new mine we approve for operation under the Boric regime and then bleed these lithium miners dry constantly mortgaging their future work like we did with Codelco (US$18,000,000,000 in debt) as we spend those money-from-heaven loans as fast as we can on new toys/sweetheart-deals/consultants-from-the-firehouse-down-the-block/government-travel/5-star-hotels/gourmet-meals/gourmet-drinks/dyke-shoes/junkets/etc.

AMM totally ignored the provisions and safeguards yada yada yack yack in the Pinera/Jobet Lithium Tender yack yack blah blah and twisted the Jobet provisions to conveniently make it look like the winners (ie BYD and Errázuriz) could incorrectly against the rules start lithium mining wherever they wanted in Chile without first going through the process of working under an approved EIA issued by the SEA or obtaining the local approvals which would normally accompany such lithium work in the AMM's overt refusal to back this innovative Lithium Tender to get the "ball rolling on new lithium mining" by someone else in Chile other than the Chilean Lithium mafia.

AMM is going to subtly fock all the current junior lithium miners in Chile yada yada blah blah and then going to run for President of Chile. Once AMM is president then the AMM will install all lesbians/dykes in the government and build a 100% lesbian/dyke lithium company to mine lithium which can only blah blah yada yada can only be shipped to lithium battery making factories INSIDE Chile... no more exporting raw lithium. And all the lesbians/dykes working in the Chilean government at "make work" jobs will have to wear unglamorous unstylish butch work shoes like you see in the video.
