If someone or some entity was guilty it would seem to me the issue would of had a conclusion by now. But since we are talking about a government agency, I guess that does not pertain here with NPHC. SEC has a history of trying to make profits on investments the public makes and ends up screwing the shareholders out of their money so some weak lawyer can put a feather in their cap and maybe get promoted. What a racket. All they have to do is file charges, warranted or not, then they have already won their battle for they will get a settlement if nothing else.
