My guess is he made a deal to pay them $20,000 but never paid them and they backed out of the deal. Only my opinion but again, "Who does this CEO pay"? Not the mother of his children, not his landlord, not the IRS, not the State of Maryland, not his mortgage company, not the MVA for his license renewal and not the PPP program which gave him $175,000 which was to be repaid unless he could prove he used it to pay his "employees" (which he can't prove because he doesn't have any employees).
