Here's the Cliff Notes:

*Brokerage Houses are awash in $$
*Far and away the largest investments they make are in Index Funds
*Index Funds are required by their prospectuses to buy the universe of listed stocks. They have to buy INO, tho it's easy to imagine them pinching their noses while doing
*The last time I checked, the top ten Institutional holdings in Inovio were Index funds
*Beyond that, there are 'tutes who are bookrunners of Inovio's stock when it dilutes. They make make millions doing this and of course have some positions
Institutional holdings in Inovio have been declining for some time now.
