EXPL is doing just fine. Shareholders and partners are happy with the progress being made. Unless you were a shareholder, you wouldn't know, but you could always look at the share price and think you had it all figured out.

It doesn't take away from SFRX's challenge in salvaging the wreck they admit isn't even there at Melbourne. Of course they and their partners have only been looking for 22 years. If it is there it shouldn't take them very many more decades. After all, Kyle said it was a massive ship.

You are right in that the Kingdom of Spain claimed their vessels in foreign waters that were sailing under the authority of the king. A person wishing to disturb a Spanish vessel or recover anything from it would need permission from Spain.
