Who is Kumbaro for? The untruths of changing the boundaries of protected areas.

For anyone who is somewhat sober or claims to be sensitive to environmental issues, the news of the adoption of two DCMs on changing the boundaries of Protected Areas should have caused the least outrage. On January 26, Minister Mirela Kumbaro announced to the press two decisions which are directly related to the change of areas and the status of protected areas of the Republic of Albania. Despite the tendency to announce and promote it as 'good news' by Kumbaro, the two DCMs adopted so far - two more are expected to be adopted - hide behind the figures and categories major procedural irregularities, illegal actions and a complete lack of data and scientific expertise. In specific cases, these decisions tend to legitimize constructions of illegal hydropower plants, to 'legalize' irregular financial activities, as well as to pave the way for allusions to potential plans in the service of narrow economic interests.



Many of the protected areas listed in the above decisions have had their degree of protection reduced, although increased in area, moving from protection to strict category / second and third to category IV. This increases the possibility of interventions mainly for economic interests in those areas. Some of the natural ecosystems, such as that of "Fir i Sotira", "Qafshtama", "Syri i Kaltër", "Bredhi i Kardhiqit" and "Bredhi i Zhulatit", have been protected, but their degree of legal protection has been reduced. , reducing it from protection of the first, second or third level, to that of the fourth category. The Vjosa River, Munella Mountain and Shala Valley are also new areas that are added to the list of protected areas, but as natural parks and with the fragile protection of the fourth category. journalists and environmental experts who over the last two decades have witnessed successive illegal construction of hydropower plants even in protected areas. As long as the government and the ministry do not come up with a firm stance and policy regarding the environmental damage caused by the numerous uncontrolled HPPs, with extensive environmental damage and to the communities around them, the suspicion remains. that the same fate of Valbona and Zall-Gjoçaj , with hedges and concrete in their hearts, still threatens these protected areas under the fourth category. The predatory practice of the Albanian state towards protected areas holds enthusiasm even for cases that could have been lucky.
