Wait a second. Does it take 2 years on average or 3 years on average? Or is it 21.6 months (i.e. less than two years)? The numbers seem to be all over the place. I'll bet the time depends on WHO and WHAT they are investigating, and if they FIND anything.

If you personally were being investigated by the SEC, right now this minute, would you even know it? I'm guessing not, since they don't tell the target. It tends to make people hide things and stop doing their illegal activities. The bad people also tend to jump on planes to small island nations in the middle of the night. Kind of ruins the surprise, you could say.
