This merely means $AMRR filed paperwork in anticipation of hiring cable pullers across the country. It doesn't mean they will have "offices" everywhere.

It seems what is not taken into account is that physical cables are being replaced by wireless. The company would be better off building more towers, purchasing higher end transmission frequencies, and finding a way to build lighter and more powerful batteries.
