Unless it doesn't go through FINRA at all. But that is very unlikely.

Is it even possible for the company to pay a stock dividend not going through FINRA? And what would be the consequences if they did that? The formulation resolved to pay and will pay somehow gives me the impression that their intention to pay is very strong. Ok, there may be some further delays, but I do think it will happen sooner rather than later.
