Correction: I was mistaken in saying that a new law has already been passed, more accurately, it's been proposed by Gov. Newsome and needs to be passed by the state legislature.

But I don't think Newsome would make such a bold--yes, radical move--if we wasn't very confident of support in the Dem controlled state legislature.
