Where is your proof that CCTL has to file a 211. Just you keep posting it without any facts is meaningless.

Facts - a Form 211 isn't filed by the company it is filed by a MM.

A CE doesn't effect the 211.

"OTC securities can't begin trading until a market maker sponsors it by filing a Form 211 with the Financial Industry Regulatory Authority (“FINRA”)"
