Chuckie has already pushed his CAOA to August, so we really have no reason to believe that the Senate (under his leadership) will allow SAFE to pass as an amendment to the America Competes Act.

The delay in NY recreational also gives him cover in a sense, because his constituents that own or are employed by dispensaries do not want to carry a ton of cash in a state with no cash bail policies.

Schumer and Booker (NJ) are going to have to do something prior to the midterms regarding cannabis reform, especially considering that one of their thrusts is to enable minority owners in the space in both NY and NJ. These minorities need to bank safely and they need to bank economically...otherwise these clowns have set their constituents up for failure.

He will never get the votes for CAOA, but his ego (and the publicity it will generate showing his "sincere" efforts for cannabis reform) will make him swing for the fences. His (and Booker's) damaged egos upon failure will force a "compromise" in the form of SAFE as a standalone bill. JMHO
