I would think IF there is a cornerstone investor those funds could be used in just about any manner EXCEPT building the mine and/or the processing facility, as those contracts are already set. I would think those two EPC contractors would have an issue if they are not in charge of what work they were contracted to do.

As an example, NioCorp will need about 2 million or more just to put in the ½ mile paved road entry way, which is something they will be doing with Johnson county, not the EPC contractors, IMHO.

And, maybe they need to buy the rest of that section of ground, BEFORE they start construction, who knows....
