What is "train" the metaphor for?

The train is moving but not fast enough giving negative Daytraders and Naysayers time to flip the stock.

If it is pps, its moving the wrong direction, if it is UNVC, it is moving the wrong direction since all that happened last few reports was the addition of substantially more shares into docs pocket, inaccurate filings,and lost information.
Or doc are you talking about the claimed officers you added that are not in the latest report?
