However, your costs could be much higher than that if you want to run an ad on a digital billboard that’s located in one of the most populous parts of the United States.

That looked like a HUGE ad in very populous corner of a populous city. I have no idea how many times that ad is recurring in a day/weekly basis.

To me, I interpret this as a investment into our future. The more money they spend, the more they need to recoup. The fact that they didn't stop with just the train(s) means to me that they have a grand plan. And they are using their money and/or our spies' money to do this.
