In talking to the dept head for the Army Corp that handles that part of LA and then the voice message from the actual field agent doing the work, I don't think this permit has public review and response time. I could be wrong but it seemed like it was more a matter of seeing that the scope of the project was still in line with the original plans. I also dont think that the AIR permit issue will be a problem other than time. So, really there is no reason that Delfin couldn't/shouldn't move forward even with these issues still hanging over them. But then again, we are dealing with Delfin!
