Ya maybe it's working capital to fund the infrastructure builds by buying the batteries and solar until the project installations are done. Similar to what you do if youre a General Contractor. You get paid in traches while a building is built (ie. roof on, plumbing in, etc), but have to fund the labour and parts until you get project completion money? Either way, it needs an explanation of how that 15M is spent.
