These HPPs are being builded actually by a Sino-Arab Joint Venture. I Remember Argentina was mentioned in the Signing Ceremony of the MOU with Powerchina

According to the Argentine Embassy in China, the hydropower project is the most important energy project planned by the Argentine government. The bid opening time for the project was December 12, 2012, and the completion period was 66 months. The Afghan side has designed the project drawings.

The total planned investment in the project is about 5 billion US dollars, of which 50% will be invested by private capital. During the construction period, bidders will need to provide at least 50% of the total investment.

In the introduction, the [color=red]Chinese and Arab[/color] parties specifically proposed that investment costs and disbursement progress will be considered when evaluating bids, and the winning bidder must achieve the best "maximum financing amount, grace period and interest conditions".
