In order to allow current menthol smokers an excellent alternative, VLN(Very Low Nicotine) menthol cigarettes should be exempt from the menthol mandate. This would give menthol cigarette smokers a vehicle to help them to quit smoking or smoke less. Also, it would help eliminate the criticism for banning menthol cigarettes.
