I talked to Andrew after the close. The reason the 14a is not out is because they want to get it right the first time. They send the 14a to the SEC and the SEC comes back with comments. They address the comments and send it back over. When the SEC understands exactly what FCCN is trying to do, they will have no more comments. Then and only then will the 14a be released. You do not want a pre 14a, wait 10 days and a 14a, followed by another pre 14a,wait 10 days and a 14a, so on and so on. They are in close communication with the SEC getting it all worked out, so when it is done, we move on to the next item on their checklist.
