Ehhh, Most plastics can't, And breaking down plastics isn't the recycling we're talking about here,

Since most plastics can be melted and formed into something else, The best way to get rid of plastics to turn it into building materials.

One of our neighbors owned an injection molding company back in the 80's and he was melting plastics and extruding plastic planking for boat docks. Stuff was crazy expensive for the time but my dad used some of it on our dock and most of it is still there nearly 40yrs later.
